one possible way is to download the hgt data and transform it into Surfers grd data using the utility Read_hgt! by Jose A. Goncalves, it is mentioned in this thread here:

There are also another ways, using for example hgt or bil data, and creating the appropriate files hdr and stx for the possibility to input it after renaming hgt to dem directly into Surfer as the GTopo30 data (set of dem, hdr and stx file). Also there is possible to use variety of tools to transform the SRTM data into x,y,z text file (one big program is MicroDEM by prof. Peter Guth at http://www.usna.edu/Users/oceano/pguth/website/microdem.htm )
