Message:   Probably the cause is the overlap of polygons.
I think there are no problems within a tile, but if you merge adjacent tiles there are overlaps of polygons. That happens because the extent of the shapefiles is 1 degree plus 0.5 seconds to each side.

If you merge tiles you must do a dissolve. Attributes of overlaping polygons are the same.
