Subject:   Spatial resolution depending on latitude

I'm a recent and non-professional user of the SRTM data and have a question about the resolution depending the latitude.
The SRTM information sheets indicate a resolution of about 90m (SRTM3) at the equator and following a former discussion (posted Jul 21, 04 - 8:12 AM), a pixel would represent an area of about 63 x 63m on the ground at a latitude of 45°. Does it mean that the spatial resolution of the topographic data increases with the latitude, or does it remain at approximately 90m and is simply up sampled to match the 1201 x 1201 pixels size for each file ?
