I'a, very sorry fot the delay.
On the same page Truttmann mentions the following figures:
1926-1929: 517.63 millions (2.5% of the military budgets and 0.5% of the national budget 1928-1929)
1930-1935: 4,062.37 millions(7% of the military budget and 1.5% of the national budget)
1936-1939: 3,070 millions (3.3% of the military budget and 1% of the national budget)
These figures clearly show that France didn't spend all his money for building the Maginot Line.
